In Commander, Mindlash Sliver is a niche piece — hand disruption that hits all opponents is valuable, but the sacrifice cost is steep at a table of four and it rarely makes the cut outside dedicated Sliver graveyard strategies. In Legacy and Vintage, one-mana repeatable discard would be relevant if Slivers were a competitive archetype, but they aren't, so Mindlash Sliver sits firmly in casual territory there too.
