In every 60-card format, seven mana is a prohibitive cost when the game is frequently over by turn four or five, and an enchantment that takes an entire turn to deploy without immediate board impact simply cannot compete. Commander is the format purpose-built for Mind's Dilation: games go long, there are three opponents generating triggers, and the political weight of a threat that steals from everyone simultaneously is a genuine deterrent to removal.
