Commander is where Metropolis Reformer actually lives: three mana for a flying body, board-wide hexproof, and a damage-to-life-gain rider is a lot of text for the cost, and the Blazing Sunsteel infinite is a real game-ending threat in Angel or white-stax shells. In Pioneer and Modern it's a fringe sideboard consideration against burn and control — the hexproof clause does real work against decks leaning on targeted removal — but a 2/4 for three without immediate card-positive impact rarely makes the main. Legacy and Vintage have enough fast interaction that a three-mana creature without an enters-the-battlefield effect gets buried before it matters.
