Martial Impetus is a Commander card through and through — the political dimension of redirecting attacks only matters when there are three or more players making independent combat decisions. In Pauper it's technically legal and there are Aura-based strategies that could use the counter generation, but the three-mana investment for an effect that doesn't interact with the format's linear aggro or combo matchups makes it a fringe pick at best. Vintage and Legacy have no meaningful shells for it. Commander is the format where Martial Impetus earns its slot, specifically in white-black or white-green Aura strategies where the goad effect doubles as a political tool and the counter rider accrues real value over a long game.
