Make Obsolete is a Commander card through and through — the effect scales directly with the number of opponents, and clearing out a wave of tokens or shrinking a board of utility creatures for one mana at instant speed is exactly what black wants in a multiplayer game. In Legacy and Vintage it's legal but essentially irrelevant; dedicated black removal is far more efficient for single-target work, and those formats rarely run enough small creatures to justify a global -1/-1. Pioneer and Modern are the same story — against linear aggro, sweepers and individually costed removal are more reliable, and Make Obsolete doesn't answer anything with toughness above one on its own. Stick to Commander, where opponents collectively provide enough targets to make the effect absurd relative to its cost.
