Livewire Lash turns any spell that targets its bearer into a free 2-damage ping to any target — stack that on a creature your deck is already targeting repeatedly and you get a damage rider that scales with your spell count, not your mana. Livewire Lash sees essentially zero play in Legacy, Modern, or Vintage — constructed formats move too fast for a two-mana equip-two equipment that requires a spell-targeting shell to do real work. Commander is where it lives, specifically inside spell-slinger and Voltron decks that were already casting targeted spells on their commander each turn and want a damage rider for free. Oathbreaker is a reasonable second home for the same reason: lower life totals make the recurring 2-damage pings matter faster.
