Commander is where Liberator, Urza's Battlethopter does its best work — artifact-heavy builds run it as a persistent flash enabler that converts dead end-step mana into board presence, and the effect compounds quickly in a multiplayer game where you have three opponents' turns to exploit. In Modern and Pioneer, the competition for the three-mana artifact slot is fierce and most aggressive strategies have no use for the flash angle, so Liberator, Urza's Battlethopter is largely a fringe consideration at best. Legacy and Vintage have the redundancy and the broken artifact shells to theoretically use it, but those formats also have faster and cheaper ways to accomplish the same goal. Oathbreaker gives it a legitimate home in any artifact-focused pairing, particularly where the signature spell is colorless and can slot right into the flash window. Outside Commander, treat this as a role-player at best rather than a format staple.
