In the 99, it fits any Esper or four-color artifact deck that wants a menace anthem and combo-enabling token production. Legacy and Vintage legality is technically real, but a five-mana do-nothing-until-the-next-turn creature has no competitive role in either format. Oathbreaker gives it a narrower stage, but the same artifact-combo shell applies there.
