Ley Line adds one green mana per turn — no conditions, no tap, just a free drip of mana stapled to your upkeep. The cost is a card slot and two mana up front, which is a losing trade against almost every other ramp option available.

In Commander, Ley Line is strictly outclassed — Arcane Signet, Sol Ring, and even Abundant Harvest do more for the same or less investment, and one mana per turn takes too long to recoup a two-mana spell. Legacy and Vintage are the only competitive formats where Ley Line is legal, and it sees no play in either; fast formats punish slow incremental value, and green has access to far more explosive mana acceleration. Commander is the one format where you might consider it for flavor or budget reasons, but even there it's a last resort.
