Seismic Assault does the same thing for less money and is the go-to substitute when Land's Edge is out of budget, though it requires triple red and can't hit creatures the way Land's Edge can. If you want the damage-to-any-target clause on Seismic Assault rather than player-only on Land's Edge, that's actually an upgrade, not a downgrade.
