Land Equilibrium locks every opponent out of playing lands as long as you stay ahead — anyone who would exceed your land count has to sacrifice down to match it instead. The price is three mana and a permanent enchantment slot, and it does nothing if you fall behind on lands yourself.

Commander is where Land Equilibrium does its best work: a four-player table means three opponents all constrained simultaneously, and the enchantment's symmetry is easy to break by simply stopping your own land drops once the lock is in. Legacy permits it and the effect is powerful enough in theory, but a three-mana enchantment that requires you to already be ahead on lands is too slow and fragile against a format full of cantrips and Wasteland — it sees essentially no play there. Vintage is also technically legal but the same logic applies with even more force. Land Equilibrium is a Commander card through and through.
