Kyren Negotiations turns every creature you control into a direct-damage ping — tap a creature, deal 1 to any target — which means a wide board becomes a removal engine or a win condition on the spot. Magda, Brazen Outlaw decks run it because every tap toward treasure also fires a bullet, but outside of token-flooding or tap-synergy shells, the three-mana enchantment is too slow and too low-impact.

In Commander it finds its niche in go-wide token decks that can tap twenty creatures in a single turn and redirect the damage to planeswalkers or players as a game-closing alpha strike. Legacy and Vintage have no interest in a three-mana enchantment that asks you to tap creatures for 1 damage when faster, more resilient win conditions exist at every point on the curve. Oathbreaker mirrors the Commander case: pair it with a planeswalker that floods the board and the card earns its slot, otherwise skip it.
