Kragma Butcher is legal everywhere from Pauper to Legacy, but competitive non-rotating formats have zero interest in a conditional vanilla. In Pauper it's outclassed by commons that don't need a tribe to function. Commander is the only home where Kragma Butcher earns its slot, and even there the window is narrow — you need a Minotaur-tribal commander or a deck dense enough with Minotaurs that the pump condition fires reliably. Outside that specific context, a three-mana 2/3 with no keywords and no enters-the-battlefield effect simply isn't a card.
