Knowledge Is Power is a Commander card through and through — it demands a critical mass of card draw to be meaningful, and 100-card singleton decks with dedicated draw engines are where that condition is easiest to meet consistently. Legacy and Vintage legality is technically there, but the effect is too slow and too dependent on a board state to compete in those formats. Oathbreaker is the only other realistic home, and only in spellslinger or draw-heavy builds where hand size routinely climbs above five. Outside of Commander, treat the other format legalities as irrelevant.
