Commander is its natural home: the connive trigger scales with creature count in a way that's hard to replicate in one-on-one formats, and the three-color cost is trivial in 99-card mana bases. In Pioneer and Modern, a three-mana 1/4 that does nothing the turn it enters faces a much higher bar — aggressive decks don't have the wide attack steps to make multiple connive triggers reliable, and control decks would rather spend three mana on something that impacts the board immediately.
