Pauper is theoretically the one 60-card exception, but a conditional one-shot buff with no standalone mode is too narrow for any Pauper archetype. In Commander, Kickoff Celebrations earns its slot in decks that cast their commander repeatedly or whose entire game plan culminates in the turn that commander resolves.
