Kickoff Celebrations is Commander-first design: the condition of having cast your commander this turn is trivially met in EDH and maximally punishing everywhere else. In competitive 60-card formats — Modern, Pioneer, Standard — there is no commander, so the card is simply blank, and it will never see play there despite being legal. Pauper is theoretically the one 60-card exception, but a conditional one-shot buff with no standalone mode is too narrow for any Pauper archetype. In Commander, Kickoff Celebrations earns its slot in decks that cast their commander repeatedly or whose entire game plan culminates in the turn that commander resolves.
