Keeper of Fables turns every non-Human creature combat hit into a card, which is exactly the gas engine that green creature decks are starving for by turn five. The cost is a 3/4 body for five mana — slow enough that it's a liability in faster metas, but Arahbo, Roar of the World runs enough fat cats to make that payoff consistent.

Keeper of Fables is a Commander card through and through — the payoff requires a board of non-Human attackers and multiple combat steps, which only the 100-card singleton format reliably supplies. In Legacy, Modern, and Pioneer it's unplayable competitively; five mana for a conditional draw trigger is miles behind what those formats demand, and the effect doesn't close games. Oathbreaker can support it in the right creature build, but the smaller starting life totals compress the game too fast for a five-drop value engine to take over. Commander is the only context where Keeper of Fables does what it promises.
