Jolt sees essentially zero competitive play despite being legal in Legacy, Vintage, and Pauper — the effect is just too low-impact for formats where tempo spells compete with Counterspell and Swords to Plowshares. In Pauper it's technically on the table, but dedicated tap-down strategies have cleaner options. Commander is where Jolt finds its only real home, and even there it's nearly exclusive to Orvar, the All-Form decks that need cheap, cantripping blue spells to fire the copy engine.
