Jolrael, Empress of Beasts turns every land you control into a 3/3 until end of turn — a one-card board wipe deterrent or surprise combat trick that scales with your mana base. The cost is real: six mana and a political tax (two opponents must target a land you control or you animate all lands), which makes her slow and group-dependent. She's a role-player in dedicated land-matters shells, not a standalone threat, and Jolrael, Voice of Zhalfir does the same Jolrael flavor far more efficiently as a commander.

Jolrael, Voice of Zhalfir
Jolrael, Voice of Zhalfir generates creature tokens whenever card draw triggers, and Jolrael, Empress of Beasts adds a redundant land-animation threat that can turn your entire land base into an Aggravated Assault-fueled alpha strike — a second finisher axis that the Voice shell can realistically set up in the late game.

Jolrael, Empress of Beasts is legal in Commander, Legacy, Modern, Vintage, and Oathbreaker, but she sees virtually no play outside Commander. In competitive eternal formats, a six-mana creature with a condition-dependent activated ability is too slow and fragile to matter when every other threat at that cost wins the game outright. In Commander she finds her niche as a political deterrent in land-matters or tokens decks — threatening to swing with dozens of animated lands is enough to give opponents pause before committing to a board wipe. She's most at home as a singleton include in the 99, not as a commander herself.

Current price
$0.73 bulk tier
At $0.73, Jolrael, Empress of Beasts sits firmly in bulk territory, which tracks with her narrow application. Demand is too niche to push the price meaningfully higher, so she's a cheap pickup if the land-animation plan fits your deck — just don't expect the price to move.
