Two mana to neutralize a threat and draw a card is a real rate — the catch is that the creature stays on the battlefield, which matters against sacrifice outlets, death triggers, and anything with activated abilities that don't require tapping.

In Commander, Immobilizing Ink occupies a narrow lane: Aura-based decks and Dimir or Esper lists that want soft interaction with a draw stapled on. Outside of dedicated enchantress or Sphinx-tribal shells, most Commander decks prefer hard removal that actually eliminates the threat. In Pauper, the cantrip effect gets more credit since card advantage at common is scarce, and tapping down a blocker in a tempo or control shell has real applications. Legacy and Vintage are both legal but the competition is steep — Immobilizing Ink does nothing against combo and too little against threats that don't care about attacking.
