Ice Flan taps a creature and keeps it tapped — repeatable if you have the right support, but a 4-mana sorcery that does nothing the turn it resolves is a hard sell. It's a budget filler piece in tap-synergy builds and rarely the right card anywhere else.

In Commander, Ice Flan fits narrowest in tap-matters decks — Merrow Reejerey or Orah, Skyclave Hierophant aren't asking for it, but something like Rhoda, Geist Avenger or a Fallowsage-based tap engine can extract value from repeated tapping. Outside of Commander, Ice Flan doesn't compete — four mana at sorcery speed to tap one creature is well below rate in every 60-card format where Blizzard Brawl or Icy Manipulator exist. Pauper is the one format where budget tap effects see play, but even there the sorcery speed is a liability.
