Ice Flan
Creature — Elemental Ooze
When this creature enters, tap target artifact or creature an opponent controls. Put a stun counter on it. (If a permanent with a stun counter would become untapped, remove one from it instead.)

Ice Flan taps a creature and keeps it tapped — repeatable if you have the right support, but a 4-mana sorcery that does nothing the turn it resolves is a hard sell. It's a budget filler piece in tap-synergy builds and rarely the right card anywhere else.
Format Analysis
Where it lives, where it can’t

In Commander, Ice Flan fits narrowest in tap-matters decks — Merrow Reejerey or Orah, Skyclave Hierophant aren't asking for it, but something like Rhoda, Geist Avenger or a Fallowsage-based tap engine can extract value from repeated tapping. Outside of Commander, Ice Flan doesn't compete — four mana at sorcery speed to tap one creature is well below rate in every 60-card format where Blizzard Brawl or Icy Manipulator exist. Pauper is the one format where budget tap effects see play, but even there the sorcery speed is a liability.

Price Context
Current price
$0.13 bulk tier
At $0.13, Ice Flan is deep bulk — the price reflects exactly what it is. It won't climb without a dedicated tap-synergy commander pushing demand, so grab it from a bulk bin if the deck calls for it and don't think twice about the cost.
