In Commander, Hurkyl's Final Meditation is a bomb in high-velocity blue shells — the decks that string together cantrips and rituals already meet the condition naturally, and a free one-sided Evacuation at spell nine of a storm turn ends games. In Legacy and Vintage, it competes in artifact-heavy combo decks where clearing opposing permanents mid-combo provides both protection and reach; Vintage Storm lists in particular can cast this almost trivially. Modern sees less interest since most blue combo lines don't need a bounce-all that costs six, but it's worth noting in fringe Underworld Breach shells. Pioneer has fewer shells that can reliably hit the two-spell threshold and justify six mana, so it sits on the fringe there.
