In Legacy and Vintage, the card is legal but essentially irrelevant; those formats move too fast for a five-mana sorcery-speed effect stapled to instant timing to matter when Terminus and Toxic Deluge exist at lower costs. Oathbreaker follows the same logic as Commander: Evacuation is solid and sees niche play in blue control signatures.
