Heroes' Podium is a Commander card in practice; its effect is entirely parasitic on legendary density, which only a dedicated legends-matter Commander deck reliably provides. In Legacy, Modern, and Pioneer it's legal but essentially unplayed — five mana for a conditional anthem that does nothing the turn it enters has no competitive application in those formats. Oathbreaker gives it a narrow home in a planeswalker-plus-legends shell, but the card still needs a critical mass of legendary creatures to justify the mana. The activated ability, a one-time impulse draw filtered to legendaries, is useful only when you can reliably find what you're looking for, which means deeper legends-matter pools in Commander are where it actually pays off.
