Heraldic Banner is legal across every major constructed format but sees virtually no play outside Commander — three mana for a slow anthem and conditional mana rock is nowhere near rate in Legacy, Modern, or Pioneer, where dedicated ramp and lord effects are either cheaper or more impactful. In Commander it occupies a real niche: tribal and token decks that want a mana rock and a power boost on the same card, and can afford an enters-tapped drawback at a table where the game goes long. Oathbreaker is the one other format where it occasionally shows up for the same reasons — token strategies at lower starting life totals still appreciate the anthem.
