Haunting Wind is a Commander card through and through — its payoff scales directly with the number of players and artifacts at the table, and four-player pods full of Treasure tokens and mana rocks are exactly the right environment. In Legacy and Vintage, where it's technically legal, the artifact counts per player are lower and games end too fast for a slow drain enchantment to accumulate meaningful damage; there's no realistic home for it there. Oathbreaker can work if the meta is artifact-saturated, but the smaller game size cuts its ceiling noticeably. Play Haunting Wind in Commander and nowhere else.
