Haunted Cloak is a Commander staple and essentially nothing else. The six total mana to equip the first time is too slow for Modern or Pioneer, where equipment decks demand one- or two-mana equip costs to stay competitive. In Pauper it's legal but outclassed by commons that provide individual keywords more efficiently.
