Bruenor Battlehammer is a Commander card first and last — his four-mana, four-power body is underwhelming anywhere he isn't backed by a full Equipment package, and that archetype only has the density it needs in the 99-card format. In Legacy, Modern, and Pioneer he's technically legal but competes against Stoneforge Mystic for the same slot and loses badly; no competitive Equipment shell wants a four-drop that doesn't find or tutor anything. Oathbreaker gives him more room than the 60-card formats, but again, the payoff only scales with volume of creatures and Equipment that Commander uniquely supports.
