Hardened Tactician is a Commander card through and through — its death-trigger token replacement is too slow and too low-impact for competitive eternal formats where the game ends on turn three or four. In Standard, Pioneer, and Modern, a 1/3 for two mana that makes a tapped 1/1 on death simply doesn't match the rate required; you'd need a sacrifice shell that can loop it, and even then better options exist at that price point. Commander is where Hardened Tactician actually earns its slot, specifically in Orzhov token or aristocrats lists that create enough fodder to trigger it multiple times per turn cycle.
