In Modern and Legacy it's simply too slow and too narrow; five mana for a single-target effect that doesn't close the game immediately doesn't compete with those formats' threats. Pioneer is legal but similarly inhospitable — midrange and control shells there want immediate board impact for that mana investment, and Bontu's value is front-loaded only when you already control a board. Oathbreaker, if your group plays it, is probably its second-best home, especially under a black sacrifice-oriented signature spell.
