The cost is real, but in any deck that wants cards in the graveyard or punishes opponents for your draw triggers, that downside is the point; Temmet, Naktamun's Will in particular treats the discard-then-draw loop as pure fuel.

Forgotten Creation is a Commander card through and through — the upkeep trigger is too slow and too dependent on a stocked hand to compete in faster constructed formats, but in a 100-card singleton game with multiple draw-payoff commanders it becomes a recurring engine that few decks want to tap out to remove. In Legacy, Modern, and Pioneer it's technically legal but sees essentially no play; a three-mana 3/3 that asks you to discard your hand on every upkeep is a liability when opponents can kill it before the first trigger resolves. Oathbreaker is the one exception worth noting — if your planeswalker or signature spell generates graveyard or draw synergies, Forgotten Creation can slot in for the same reasons it works in Commander.
