Folio of Fancies gives you a scalable hand-size equalizer and a mana-sink mill finisher on one card — the cost is that both modes require opponents to cooperate by having hands, and the mill only lands if you've already flooded everyone out. It sits in the same family as Peer into the Abyss and Kami of the Crescent Moon: cards that weaponize hand-size as a path to a mill kill.
Best Commanders
Commanders with the highest synergy

Kami of the Crescent Moon
Kami of the Crescent Moon is the natural home — it forces card draw every upkeep, inflating everyone's hand size and making Folio of Fancies's second ability more lethal with each passing turn.

Kwain, Itinerant Meddler
Kwain, Itinerant Meddler runs the same group-draw engine, and Folio of Fancies converts those bloated hands directly into mill — the two abilities reinforce each other every rotation around the table.

Ian Malcolm, Chaotician
Ian Malcolm, Chaotician rewards chaos and group-draw effects, and Folio of Fancies feeds both dimensions: it equalizes hands to trigger chaotic value and then threatens to mill out anyone who's been drawing extra cards.

Sokrates, Athenian Teacher
Sokrates, Athenian Teacher cares about opponents drawing cards and rewards you for it, so Folio of Fancies serves as both a hand-size enabler and a mana sink that can close the game once the table has been drawing freely.

Phelddagrif
Phelddagrif gives opponents life and cards as a political tool, and Folio of Fancies turns that generosity into a threat — the more you've gifted cards, the bigger the mill activation when you're ready to stop being friendly.
Format Analysis
Where it lives, where it can’t
| Format | Verdict |
|---|---|
| commander | legal |
| legacy | legal |
| modern | legal |
| pioneer | legal |
| standard | not legal |
| vintage | legal |
| pauper | not legal |
| oathbreaker | legal |
Folio of Fancies is a Commander card through and through — the hand-size ability scales with three opponents and the mill ability closes games that a two-player format would never let develop. In Legacy and Vintage it's legal but irrelevant; a two-mana do-nothing-immediately artifact has no place in formats measured in turns, not rounds of draw-go. Modern and Pioneer offer no realistic shell either, since neither format produces the bloated hand sizes that make the second ability dangerous. Oathbreaker is the one non-Commander format where it could theoretically function, but the faster clock there limits how much setup time you realistically get.

Current price
$2.84 cheap tier
At $2.84, Folio of Fancies sits in the cheap tier and is correctly priced for a card with a narrow but dedicated audience. It won't climb without a pushed group-draw commander driving new demand, but it's not going to get cheaper either — it's a staple in its niche and the reprint window is small.
