Folio of Fancies is a Commander card through and through — the hand-size ability scales with three opponents and the mill ability closes games that a two-player format would never let develop. In Legacy and Vintage it's legal but irrelevant; a two-mana do-nothing-immediately artifact has no place in formats measured in turns, not rounds of draw-go. Modern and Pioneer offer no realistic shell either, since neither format produces the bloated hand sizes that make the second ability dangerous. Oathbreaker is the one non-Commander format where it could theoretically function, but the faster clock there limits how much setup time you realistically get.
