In Commander, Floodwaters is a cycling card that occasionally converts into a two-creature bounce — run it in dedicated cycling decks like Anikthea, Hand of Erebos or any Zur, Eternal Schemer build that wants cheap cycle triggers, not as a removal spell. In Pauper, it sees real use in cycling combo shells where the one-blue cycle cost is the point and the bounce mode is irrelevant gravy.
