In Commander, Fledgling Mawcor occupies a narrow niche: decks that care about repeated non-spell damage triggers, such as Niv-Mizzet, Parun or Nekusar, the Mindrazer builds looking for supplemental pings, or Zephid-style tap-synergy shells. Elsewhere, four mana for a 1/2 flier with a 1-damage tap ability doesn't compete with the card quality modern Commander lists demand. In Legacy and Vintage it's simply unplayable — the rate is irrelevant at that power level. Modern is legal on paper but Fledgling Mawcor will never appear in a competitive 60-card list.
