Commander is where Flash Conscription sees essentially all of its play, and even there it sits on the fringe — six mana for a one-turn theft is hard to justify when Mob Rule and Insurrection end games outright. Legacy and Vintage are legal but irrelevant; the effect is nowhere near efficient enough for those formats. Modern has better options at lower costs. Flash Conscription is an occasional inclusion in casual red decks that want instant-speed interaction with the board, but it rarely makes the final cut.
