Commander is the only format where Fist of Suns is genuinely powerful — the combination of high-CMC commanders, expensive tribal bombs, and the Morophon combo creates real incentive to build around it. In Legacy and Vintage it's legal but irrelevant; five mana is an eternity in those formats and no competitive shell wants a do-nothing artifact that asks you to assemble a board state first. Modern has the same problem at a slower clock — Fist of Suns still costs five to cast and does nothing the turn it enters, which disqualifies it from any serious Modern consideration. Stick to Commander, where the payoffs are large enough to justify the setup.

There is no true budget replacement for Fist of Suns — the WUBRG substitution effect is unique enough that alternatives mostly shift the strategy rather than replicate it. Jodah, Archmage Eternal is the closest functional equivalent and costs under $2, but he's a creature and dies to removal, making him redundancy rather than a swap.
