Commander is where Jodah, Archmage Eternal actually gets to do his job — as a five-color commander himself, he unlocks the full card pool, and the format's slower pace gives him room to land and stick. In Legacy, Modern, and Pioneer he's legal but functionally unplayed: competitive decks don't want a five-color 4/3 that requires WUBRG just to enable other expensive spells, and none of those formats are waiting around for that engine. Vintage has the same problem at higher speed. Oathbreaker is the one non-Commander 60-card format where a cost-reduction effect could theoretically matter, but the format's fringe status keeps him off most radars.
