First Response generates a 1/1 Soldier token at your upkeep for each opponent who took damage the previous turn — passive, repeatable, and completely free once it's on the board. At four mana for an enchantment that does nothing the turn it lands, it earns its slot only in decks that can guarantee damage triggers and turn those tokens into something threatening.

Commander is where First Response has its best case: four opponents means up to four Soldier tokens per upkeep in a combat-heavy pod, and go-wide payoffs like Purphoros, God of the Forge or Craterhoof Behemoth make that volume matter. In Modern and Pioneer, four mana for a do-nothing enchantment is too slow against interactive decks, and the token rate doesn't close games fast enough to compete with dedicated token strategies. Legacy and Vintage are a hard no — the format speed makes First Response unplayable before the game is already decided. Oathbreaker falls between Commander and Pioneer in pace, so it works only in the most casual builds.
