In 60-card formats — Modern, Pioneer, Standard — graveyard counts rarely hit the threshold where this competes with dedicated burn or payoff spells, and the sorcery speed ceiling hurts it badly. Legacy has enough raw power that a one-shot damage spell with no other text doesn't make the cut. Commander is where the math works: four opponents mean the total damage output can close games outright when you've been filling your graveyard all game, and Izzet spell-slinger builds do exactly that.
