In Legacy and Vintage, where he's technically legal, a three-mana do-nothing-until-next-turn creature doesn't compete; the formats move too fast and graveyard hate is ubiquitous. Oathbreaker offers a similar long-game environment to Commander and he's legal there, though the 60-card, 20-life format compresses timelines enough that he's a fringe choice at best.
