The cost is that the copy disappears at end of turn, so you need to exploit it the same turn it enters; pair him with Combat Celebrant for extra combats or Obeka, Brute Chronologist to skip the end step entirely and keep your token indefinitely.

In Legacy and Vintage, where he's technically legal, a three-mana do-nothing-until-next-turn creature doesn't compete; the formats move too fast and graveyard hate is ubiquitous. Oathbreaker offers a similar long-game environment to Commander and he's legal there, though the 60-card, 20-life format compresses timelines enough that he's a fringe choice at best.
