Eye of Singularity hits the board and immediately destroys every duplicate permanent in play — any second copy of a nonbasic land, enchantment, or creature gets wiped, and that effect is ongoing for as long as it stays out. The catch is symmetry: it punishes you just as hard as your opponents, so it only belongs in decks deliberately built around unique permanents, like Faerie Artisans, which generates one-of tokens rather than stacking copies.

Eye of Singularity is a Commander card through and through — the format's 100-singleton deck construction means the steady-state board enforcement rarely blows up your own stuff, while opponents running multiple token copies or duplicated permanents eat the downside constantly. In Legacy and Vintage it's legal but essentially unplayed; those formats move too fast for a five-mana enchantment with no immediate tempo payoff to matter. Oathbreaker is the only other relevant home, where the same singleton logic applies at a slightly smaller table.
