In Commander, Esper Sojourners is a role-player in artifact-recursion and graveyard-value shells — the tap effect answers a problem permanent at the most important moment, and unearth gives it a second life without needing dedicated recursion support. In Pauper, the card sees fringe play in Esper flicker lists that want cheap enters-the-battlefield effects at common rarity, though the competition for three-mana slots is stiff. Legacy and Vintage have no practical interest: the tap is too slow and the body too small for formats where games end on turn one or two. Modern has similarly moved past it — there are simply better ways to apply pressure or generate card advantage at this cost.
