In Commander, Ennis, Debate Moderator is a persistent token engine in spell-heavy Azorius or Esper builds — the 100-card singleton format gives it room to shine in decks that already want to cast three or four noncreature spells per turn. Competitive formats are a harder sell: Standard and Pioneer will test it in aggressive token shells, but a four-mana 2/2 with no immediate board protection asks a lot at that cost. Modern has too much efficient removal for a do-nothing-until-next-spell setup to survive reliably. Legacy and Vintage have no interest. Oathbreaker is where a controlling build could abuse it as the signature spell's engine piece, though the format's smaller player base limits how much data exists.
