In Commander, Elvish Fury is a role-player, not a staple — it shows up in decks that want high spell count or repeated triggers, and the flashback means it can appear in graveyard-value packages without much setup. In Pauper, where creature pump spells are evaluated on raw efficiency, two casts for two mana at common is respectable, though it competes with spells that offer trample or other riders. Legacy and Vintage have access to too many strictly better options for Elvish Fury to see competitive play. Oathbreaker follows the same logic as Commander: it's a fine budget inclusion in the right spell-density build, irrelevant outside of one.
