Outside Commander, the card is legal in Legacy and Vintage but sees no meaningful play there; the effect is too slow and too dependent on a critical mass of Elves to compete with those formats' threat density. Oathbreaker is the one other format where it could matter, again only in a dedicated Elf shell. If you're not in Commander, this card isn't for you.
