The only shell where that drawback flips to an asset is The Beamtown Bullies, which donates it to an opponent so they eat the skipped turns instead; everywhere else, Overwhelming Splendor or any similar lock piece aside, you're paying an enormous tempo debt for a vanilla beatstick.

Commander is the only format where it has a real home, and even there the context is narrow: it's a Beamtown Bullies staple, full stop.
