Dwarven Shrine drains each opponent for 1 life every time a Mountain enters — which sounds fine until you notice that effect also triggers on your opponents' Mountains, meaning you're taxing your own life total in four-player pods where red mages are common. It's a narrow enchantment that pays off only in dedicated Mountain-heavy builds, and even then the damage output rarely justifies the slot.

Dwarven Shrine is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees essentially no competitive play in any of them. In Commander it belongs strictly in mono-red or heavy-red builds that can flood the board with Mountains quickly — Valakut, the Molten Pinnacle synergy decks or Ashaya, Soul of the Wild shells that turn lands into creatures are the closest homes. Legacy and Vintage have access to far more efficient damage engines, so Dwarven Shrine doesn't register there. Oathbreaker's faster pace means you need payoffs that close games, not ones that drain for 1 per land drop.
