Dragon Appeasement replaces every creature sacrifice with a card draw, which is a backbreaking advantage engine in any deck that kills its own creatures at scale. The cost — skipping your draw step — is nearly irrelevant when you're saccing five tokens a turn; in a The Locust God deck, it's actively nothing.

Dragon Appeasement is a Commander card through and through — the sacrifice-for-draw loop only becomes oppressive when you're generating tokens in bulk over a long game, which is exactly what Commander enables. In Legacy and Vintage it's technically legal but completely unplayable; three mana and an enchantment setup speed can't compete with the raw efficiency those formats demand. Commander is the one format where skipping your draw step is a genuine non-issue and the payoff is real.
