Divine Visitation turns every token-generating trigger into a 4/4 flying vigilance Angel — whatever your source was making before no longer matters. Five mana is the cost, and it's worth it: Requiem Angel and Zurgo Stormrender both produce tokens as a side effect, and Divine Visitation upgrades that side effect into a game-ending threat.
Best Commanders
Commanders with the highest synergy

Zurgo Stormrender
Zurgo Stormrender makes a Goblin token on each attack, and Divine Visitation converts every one of those into a 4/4 flying vigilance Angel — the aggro payoff scales massively when your 1/1 riders become creatures that demand immediate answers.

Mondrak, Glory Dominus
Mondrak, Glory Dominus doubles every token you create, and when Divine Visitation is on board, each of those doubled tokens is a 4/4 Angel — two enchantments that compound into a board state most tables can't race.

Thalisse, Reverent Medium
Thalisse, Reverent Medium triggers at end of turn based on how many tokens were created that turn, and Divine Visitation means every one of those triggered tokens comes down as a 4/4 Angel rather than a 1/1 Spirit.

Neyali, Suns' Vanguard
Neyali, Suns' Vanguard cares about tokens attacking, and Divine Visitation ensures each attacker is a 4/4 flier with vigilance — Neyali's card advantage trigger then rewards you for swinging with the Angels it helped create.

Darien, King of Kjeldor
Darien, King of Kjeldor creates Soldiers whenever you take damage, and Divine Visitation replaces those Soldiers with Angels — deliberately eating hits becomes a legitimate strategy when each point of damage translates into a 4/4 in the air.

Divine Visitation is a Commander card through and through — the payoff requires a token-generating engine running in the background, and Commander's 100-card singleton format is full of commanders that provide exactly that for free. In Modern and Pioneer it's legal but rarely played; five mana for a do-nothing enchantment that needs a token engine to function is too slow and too conditional against interactive opponents. Legacy and Vintage have the same problem at a higher power ceiling. Commander is where Divine Visitation actually closes games, because your commander often generates the tokens, meaning you're not paying opportunity cost to build around it.
