Divine Visitation is a Commander card through and through — the payoff requires a token-generating engine running in the background, and Commander's 100-card singleton format is full of commanders that provide exactly that for free. In Modern and Pioneer it's legal but rarely played; five mana for a do-nothing enchantment that needs a token engine to function is too slow and too conditional against interactive opponents. Legacy and Vintage have the same problem at a higher power ceiling. Commander is where Divine Visitation actually closes games, because your commander often generates the tokens, meaning you're not paying opportunity cost to build around it.
