Commander is where Dictate of Erebos lives; hitting three opponents with a single sacrifice trigger is worth the five-mana investment in a way that simply doesn't translate to one-on-one formats. In Legacy, Modern, and Pioneer it's theoretically legal but never played — Grave Pact covers the same role at four mana, and competitive formats demand faster answers than either enchantment provides. Oathbreaker can support it in the same sacrifice shells that Commander does, and Vintage has no reason to touch it when the power ceiling of that format is elsewhere entirely.
